それが 「外国人起業活動促進事業」 です。

 

Until March 2025, foreign entrepreneurs in Tokyo relied on the National Strategic Special Zone Program, known as the “Program to Promote Acceptance of Foreign Entrepreneurs.”

This program allowed eligible applicants to receive a Certificate of Confirmation of Startup Activities, and apply for a Business Manager visa.

However, this path closed on March 31st, 2025.

 

2025年3月までは、外国人が東京で起業するには「国家戦略特区」による外国人創業人材受入促進事業が主な手段でした。

これは、起業活動確認証明書を取得し、それをもとに「経営・管理」の在留資格を申請する制度でした。

しかしこの制度は2025年3月31日をもって申請受付が終了しています。

 

Now, the new gateway is this:

The Foreign Entrepreneur Business Promotion Program, launched by the Tokyo Metropolitan Government.

 

今後、外国人起業家が東京都の支援を受けてビジネスを始めるには、

**東京都による新たな制度「外国人起業活動促進事業」**の利用が必要になります。

 

Unlike the previous system, which did not specify industries, the current program is mission-driven:

“To strengthen Japan’s industrial competitiveness and establish a global business hub.”

As a result, Tokyo has defined specific industries eligible for this program:

 

以前の制度では業種の指定はありませんでしたが、今回の制度は明確な目的があります：

「日本の産業競争力の強化と国際経済拠点の形成」

この目的に沿った形で、東京都は対象事業を明確に指定しています：

Foreign entrepreneurs who plan to launch a business in one of these sectors may be eligible to receive Tokyo’s support and obtain the “Designated Activities No. 44” visa status.

 

これらの分野で起業を予定している外国人起業家の方は、東京都の支援を受けて「特定活動44号」の在留資格を取得できる可能性があります。
